Internet recovery will try to install the OS that shipped with the Mac, so you may get 10.7 or 10.8, but it may get you to a working state that you can upgrade later. It should take time to download the 'recovery OS' over the internet so it should be a little different to the standard recovery mode. Internet recovery is cmd+alt+r at startup.

Recovery mode will grab several GB's from Apple to install the OS (about 5-6 GB IIRC), it should give error messages but obviously something is failing altogether, open the installer log next time you try it. I have to wonder if the installer download is failing.
